Through its Regulatory Consistency Assessment Programme (RCAP), the Basel Committee monitors the timely adoption of regulations by its members, assesses their consistency with the Basel framework and analyses the quality of intended regulatory outcomes. The RCAP also helps member jurisdictions to identify deviations from the Basel framework and assesses their materiality.
This report describes the Committee's assessment of the implementation of the framework for global systemically important banks (G-SIBs) in Japan. The Japanese implementation is deemed to be compliant, the highest of the four possible assessment grades.
The report also outlines the framework for domestic systemically important banks (D-SIBs) implemented in Japan. Consistent with the principles-based nature of the Basel D-SIB framework, this section of the report does not contain a graded assessment.
